As a local SEO specialist, I can say with certainty that this is how Google and other local search engines do it. They scrape your website data and learn what keywords you are trying to rank for. They then use that information to help their algorithms rank you for these keywords and that is how they rank you. With this knowledge though, there is a good chance that if you are a local business, they will not link to you.
They are very selective about which keywords they link to, that’s why you need an SEO company to help you with this. When it comes to linking, you need to be careful of what you are linking too. If you are a local business and you are not linking to your website, then you are probably not ranking for those keywords and you should do so.
